POSITION SUMMARY

Under direct supervision of the Director of Planning, this position will assist in the development of service planning. This includes new routes and modifications to existing routes to improve productivity, service reliability, and customer satisfaction.

POSITION RESPONSIBILITIES

  • Conducts field investigation of existing and proposed service and analyzes for transit service productivity and cost effectiveness; prepares accurate and timely recommendations and reports based on the analysis aimed at improving service productivity; designs and develops new route alignments;

  • Manages the placement and on-going issues of all bus stops and shelters; Applies knowledge of databases to track, maintain, and update inventory of bus stops, shelters, and other site amenities; serves as a liaison between Planning and Street and Remote Facility, Operations, and other departments within the organization in order to communicate service, bus stop, shelter, and bus network additions, or changes;

  • Leads analysis of and coordinates with Operations staff as needed to design and manage service to community special events (e.g., Arnold Classic, OSU football games, etc.), and design of alternative routes as a result of major road construction projects or detours within COTA's service area;

  • Leads the development of lease agreements between COTA and private property owners in instances where COTA buses will operate on privately owned property;

  • Coordinates with City of Columbus Division of Traffic Engineering and other local municipality traffic engineering staff regarding zoning of bus stop locations; updates and maintains the bus stop database; edits the digital map on the Trapeze4 System;

  • Provides technical review, input and evaluation on internally (e.g., TSR, BRT, etc.) and externally generated reports and plan to insure continued compliance with COTA planning goals, objectives, practices, and policies;

  • Establishes and maintains effective working relationships with citizen groups, organizations, and individuals involved in transit issues to achieve coordinated and cooperative approaches to service development aimed at improving public awareness and operation of existing and future service; and

  • Researches, analyzes, and makes sound recommendations on special assignments such as, but not limited to, new transportation technologies, special transit service problems, and requested management assistance.

QUALIFICATIONS

  • Requires a Bachelor's Degree in City and Regional Planning, Transportation & Logistics, Transportation Engineering, or other related fields and three (3) years of experience in transit/transportation planning and/or operations; or, an equivalent combination of education and experience in business.

EXPECTED COMPETENCIES

  • Knowledge of traffic design and engineering; survey design, implementation and analysis; cost benefit analysis; and transit service, design and evaluation, relating to the implementation of transit services, passenger amenities, and facilities;

  • Ability to read and interpret blueprints, conceptual drawings and maps and prepare easily understood maps and charts for reports;

  • Ability to relate technical information in lay terms in a clear and concise manner;

  • Knowledge of the MS Office (or similar) package, including but not limited to Excel, Word, Outlook, and PowerPoint; two years' experience with Trapeze software preferred;

  • Strong verbal and written communication skills; and

  • Strong human relations skills.
