Saudi Arabian Bechtel Company (SABCO) has worked as the management services contractor directly with our client, the Royal Commission for over 40 years. We are the Engineering, Procurement and Construction (EPC) managers working in an integrated customer organization. We are responsible for planning and managing the design production by the AE workforce of over 1000 through more than 20 Technical Service Contracts that we administer. We also provide engineering support through the construction phase.
Generally, we manage over 100 projects at any point in time, ranging from new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, a new 30,000 student university, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions and more.
Detailed Job Description:
The Area Engineering Manager for Ports, Pipelines and Site Development is responsible for managing a team of Project Engineers to scope projects for the Jubail Industrial City, create tasks for Architect/Engineer companies to perform detailed design, manage the design with the A/E’s and provide the interface to support construction of delivered designs. Specific duties include:
Manages the Project Engineers in their activities and provide guidance on technical issues.
Take ownership of all new design contracts in his project area and work with the Project Engineers to develop Task Releases to local engineering firms (A/E’s).
Ensure all the standard EPPR dashboard is submitted by your AE’s, reviewed by your PE’s and are of a high quality - monthly for every PP&SD project.
Review and approve the scope and design cost estimate for all Task Releases.
Ensure that Facility Engineers meet their Work Plan goals in budget and schedule
Prepare the cash flow budget for the annual work plan; monitor and resolve variances. Ensure all AE’s carrying out PP&SD projects submit their annual baseline PEP and update on a quarterly basis.
Present projects to the client Planning Committee
Liaise with the Area Construction Manager to ensure resolution of design and construction issues
Participate in weekly staff meeting and monthly area review meetings to report on project performance and resolution of engineering issues
Submit timely and accurate data to project controls for weekly and bi-weekly reports
Request and manage off-project engineering support, if deemed necessary
Monitor the timely completion and response of Technical Queries (RFI, FCD)
Raise trends and submit to project controls
Coordinate Design Change Notices. Review and ensure quality of A/E submittals.
Coach and mentor junior Saudi National engineers
College graduate with BSc or BEng in Engineering
Significant experience in design and experience in construction and coordinating of multi-discipline design and teams.
Sufficient knowledge of computers to monitor schedule of work and track completion of outstanding design issues.
Knowledge of industrial infrastructure development and utilities as coordination.
Familiarity with Quality Management Systems based on ISO:9001 standards as applied to engineering design.
Familiar with industry standards and codes.
Skill in oral and written communication.
Understand and adapt industry standard design procedures and be able to explain and communicate them with clarity in both written and verbal form.
Thorough understanding of water and wastewater pressurized and gravity systems and networks
Experienced in managing third party engineering
Experienced in developing an engineering baseline and delivering to the approved baseline (as well as incorporating approved changes)
Ability to develop and maintain an execution plan for a group of projects
Ability to provide strong, active technical leadership to adopt and enforce a consistent approach that nurtures a culture of creativity, innovation and empowerment.
Strong coaching and mentoring skills
Excellent written and oral English communication, interpersonal and knowledge transfer skills.

Degree in Mechanical Engineering
Experience with BIM/VPD project design and review procedures
Experienced in P&ID development
Experienced with earned value management systems
Experienced in contract formation
Self-motivated individual with good leadership skills and the ability to influence at more senior levels
Ability to work within the integrated Royal Commission-Bechtel team.
Demonstrated ability to make critical decisions quickly and provide constructive direction to senior Bechtel/ Royal Commission staff.
