Role Summary:

The Lead HSE (Health & Safety and Environment) Specialist will be based in Maracaibo, Venezuela and will be required to oversee different Product Lines and Product Companies with at least 40% of the time on serving our Field Operations. The Lead HSE Specialist will be reporting the Latin America HSE Leader within Baker Hughes, a GE Company based in Rio de Janeiro.

The Lead HSE Specialist will play an active role in the daily HSE responsibilities as it pertains to fulfilling our employee, customer, unionized employees and the different contractors required to ensure Service to our clients. You will utilize your experience or expertise to solve problems, develop & execute objectives for self and others, and will need the ability to effect short-term and long-term on the business.

Essential Responsibilities:

This role is focused on supporting the HSE team of the region to promote and deliver safety and operational expertise to locations. This position is also responsible for performing or assisting with accident investigations as needed. Coordination and facilitation of project management, change control, work area assessment, surveys, and program evaluations to determine the presence of hazardous conditions in the oilfield are critical. The HSE Field Specialist works with the HSE Regional team to integrate HSE programs and initiatives seamlessly into daily operations processes.

In addition to these responsibilities, you will drive site, area and region safety cultures by modeling behaviors associated with the highest level of HSE best practices, leading multi-functional teams, providing safety / environmental training to others, performing inspections of equipment / tooling / facilities / vehicles for compliance with BHGE policy and any other authorities related to Health & Safety and Environmental regulations as well as our client requirements.

As the Lead HSE Specialist, you will:

  • Perform HSE duties as assigned by the LATAM HSE Leader and BHGE GlobalOperations HSE Leadership in executing process and policies, includingparticipating in HSE specific continuous improvement programs for all productLines in Venezuela.

  • Analyze process safety incidents and trends and develop strategic goalsfor implementation

  • Demonstrate leadership in communicating business goals, programs, andprocesses for an area or business segment.

  • Deliver technical and safety related training via instructor led, fieldand self-paced delivery to educate internal customers.

  • Lead and cultivate an exceptional HSE culture within the business. Inaddition, advocating to customers, groups & associations, regulatoryagencies and general industries.

  • Support site management and HSE regional managers with Root CauseAnalysis (RCA), with coaching and review of incident investigations andcorrective actions and proactive solutions.

  • Support customer HSE inquiries and discussions as they are related to theconduct of BHGE activities.

  • Manage all administrative and statistical details to monitor and generatereporting information for training

  • Own contractor management activities – review HSE metrics, validatetraining records, develop and standardize on-boarding / orientation processes,perform on-site HSE compliance inspections, document positive and negativeperformances and support continuous Improvement.

  • Support site management and provide coaching and review of incidentinvestigations and corrective actions through 5 Why incident investigationmethods, Cause Mapping, etc.

  • Support and monitor the HSE start-up / transition activities on new orexpanding BHGE locations including: meeting with customer’s HSE team, sitehazard assessments, development and initial review of the HSE site specificmaterial, providing structure to the orientation of new employees and thedevelopment of an action plan with timeframes to fully implement the sitespecific HSE requirements in partnership with line management.

  • Monitor progress on completion of the action plan, and reports to the GeoMarket HSE Manager, Product Line Manager of the region and HSE LATAM Manager

  • Drive the development, documentation and validation of Best Practices /Continuous Improvement Initiatives under your direction and / or from the GeoMarket HSE Manager

  • Oversees the management of work-related injuries at regional BHGElocations

  • Monitor and update Gensuite tools / data (i.e. action tracking system,compliance calendar, incident report, initial report, operational metrics andtraining tracker)

  • Liaise with technical teams to support thorough hazardidentification/risk analysis for repair of complicated or large mechanical,hydraulic, electronic, electrical systems evaluations

  • Support all HSE activities as directed by manager with minimalsupervision

  • Document all work performed using computer-based services as Gensuite andother systems for reporting procedures.

  • Leverage HSE inspection process trough out different product lines toidentify findings and drive targeted Corrective / Preventative Actions.

  • Support day to day HSE activities at site through partnership with HSE Fieldservice Specialists on the region.

  • Lead HSE committees, conference calls and web-based meetings with the HSETeam, product line operational leaders and / or other service functions.

Specific Responsibilities may include:

Collaborate with Corporate HSE Representatives on all aspects of the HSE plan, including areas of contractor management, stakeholder engagement, data collection, worksite compliance, audits, jobsite inspections and safety meeting presentations.

  • Maintainhigh visibility with all field staff.

  • Meetwith Contractor Companies to provide HSE orientations and to explain HSEexpectations

  • Workwith local resources to coordinate facility inspections and evaluations.

  • Identify,investigate, report, and effectively communicate all critical HSE issues.Evaluate the seriousness of issues, determine the source of variance, andspecify steps to be taken in correcting the condition or the need for furthercontrols.

  • Actas a change agent for process and structural changes promoting the HSELeadership Visibility program as an example.

  • IntegrateHSE into daily operational control systems (develop systems if needed) andsafety initiatives into daily operations processes.

  • Directand execute emergency response efforts.

  • Workwith Logistics department to implement clear guidance to operations on Provinceor National Hazardous Materials and Motor Vehicle Safety rules.

  • Providetechnical guidance and solutions to safety and environmental issues to allemployees.

  • Executeinternal audits aligned with the risk level of our operation(s).

  • Identifyand develop technology solutions to improve daily control of safety processes.

  • Reportto senior management key performance indicators.

  • Coordinateprograms to educate and provide technical expertise and guidance on theprincipals, processes and tools for HSE.

  • Assistand participate in Emergency Response planning and field exercises.

  • Ableto manage safety controls (H2S response equip., PPE, etc.). Ensure all equipmentis adequate, available and readily accessible to workers.

  • Participatein work site safety meetings (pre-work, etc.).

  • ConductHSE compliance inspections of worksites; including Hydraulic Fractures, Coiltubing, Wire line, drilling, completions, etc.

  • Maintainfrequent communication with LATAM Compliance Coordinator.

  • Ableto visit operating and potential work sites in remote locations.

  • Ableto travel to remote locations and internationally.

  • Ableto respond to emergency events and participate in technical or leadership role.


  • Bachelor's Degree or Associate's Degree in HSE with a minimum of 5 yearsof relevant work experience preferable on the Oil and Gas / Energy Industry.

  • Able to obtain or have HSE regulatory registrations for the country.

  • Proven written and verbal communication skills in English with theability to effectively interact with site management and Spanish for fieldoperations personnel

  • Ability and willingness to travel 40% of the time locally.

  • Field Service Experience.

  • Proficient computers skills in Excel, Word, Web Tools, etc.

  • Minimum of 2 years of experience with full-time responsibility forcompliance with Health & Safety and Environmental regulations.

  • Initiative and a global mindset.

  • Excellent leadership and communication skills (oral and written).

  • Experience delivering classroom and hands on instruction, provencompetency speaking in front of large and small groups.

  • Experience leading cross-functional teams to complete post-incidentinvestigation and Root Cause Analysis.
