Job Summary:

This position is responsible for leading the process to create timely and accurate analysis of all income, enrollment and claims reporting for Horizon Healthcare Services, Inc. and all of its subsidiaries. This includes maintenance of the general ledger and supporting the internal and external financial reporting requirements.

Responsibilities:

  • Ensure accurate accounting of the Enterprise-s premium and claim activity to properly state the general ledger and related financial reporting by ensuring the timely and accurate processing of accounting entries for financial close, preparation and oversight of account reconciliations and investigation of unusual or one-time items. This includes acting as liaison and interfacing with various areas within the Enterprise.

  • Oversee the financial activities, on both a GAAP and SAP basis, to ensure compliance with the applicable accounting guidance and regulatory requirements of the NAIC, DOBI, and BCBSA.

  • Maintain income and enrollment databases and ensure the accuracy of reporting thereon. Update existing database programs and develop new programs to accommodate changes in business environment and reporting needs

  • Perform ad hoc variance analysis using raw financial data and create reports for internal and external purposes

  • Participate and lead projects or workgroups surrounding the implementation and ongoing maintenance of the UPS Payment System and the various billing and enrollment systems to ensure the accuracy of the interfaces to the general ledger

  • Interface with Actuarial and Electronic Data Warehouse areas to ensure premium, claim and enrollment reporting are in sync and reconcilable between sources

  • Identify finance core processes for standardization/redesign and implement more streamlined procedures to enhance efficiency and controls over financial reporting

  • Prepare and or support the preparation, analysis and production of financial statements for both internal and external entities

  • Directs staff to ensure overall client satisfaction and appropriate level of service delivery.

  • Develops and monitors goals for staff and provides ongoing feedback and coaching.

  • Conducts performance reviews on an annual basis and administers salaries for the staff.

  • Directs the employment activities of the office that include staffing, development, and training.

  • Ensures staff meets all regulatory requirements and comprehends and complies with best practices, professional standards, internal policies, and procedures.

  • Accountable for maintaining effective internal controls over the processes and transactions under areas of responsibility including the completeness and accuracy of financial information and transactions, compliance with applicable laws and regulations, and the effectiveness and efficiency of operations.

Knowledge/Skills:

  • Requires in-depth knowledge of general accounting principles and methods and of Generally Accepted Accounting Principles (GAAP). Prefers knowledge of Statutory Accounting Principles (SAP)

  • Requires strong and oral written communication skills

  • Requires demonstrated aptitude for analytical thinking including the ability to research and resolve problems, report findings accurately, identify solutions and implement resolutions through interaction with company-wide personnel.

  • Requires very strong attention to detail and granular levels of financial reporting

  • Requires the ability to plan, organize and prioritize work assignments

  • Requires the ability to work independently and exercise sound business judgment

  • Require strong skills in MS Office (particularly Excel and Access)

  • Requires knowledge of the general ledger system, preferably PeopleSoft

  • Requires knowledge of financial auditing

Education/Experience:

  • Requires a Bachelor-s degree in Accounting or Finance from an accredited college or university

  • Master's degree in business administration, accounting or finance a plus

  • Requires a minimum of 5 years of progressively responsible experience in general accounting, financial analysis, and related functions preferably within the health insurance industry

  • CPA Required
